The word spelt as "Kachari" in your post should be spelt as "Kutcheri".Kachari is a name of a Community in Assam;in fact I belong to it with my mother being from Cachar and my father north of it,from the hills.
Kutcheri is an Urdu/Hindustani word for office/magisterial court which was used during the Mughal times.The Ghat is behind/beside the Kamrup D.C.'s Court.
In Assam most people are not familiar with Urdu/Hindustani since there has been no Mughal rule here.When the British came these terms of Mughal admn.continued but local people pronounced it with local flavour.And perhaps nobody corrected.Or very few would have cared to pronounce an Urdu word as it should be.That is how spellings change.The British too did it.They spelt Kanpur as Cawnpore.Thakur was spelt as Tagore.In fact,the spelling of Digboi may be Di-gbai.
