Miscreants planning to create problem on counting day: Cachar administration

SILCHAR, May 8: Cachar district administration and police categorically stated that a group with vested interest has hatched up a blue print to create law and order situation prior to the counting of votes on May 16. Returning Officer as well as the Deputy Commissioner of Cachar Gautam Ganguly today hinted that they had identified at least 20 miscreants who had started a systematic propaganda to create confusion over the functioning of the administration which had successfully conducted the LS election in Silchar seat held on April 16.

In a clear message to the conspirators Ganguly said whoever creates obstacles in the functioning of the administration would be booked under the National Security Act. On the other hand, Additional SP Pradip Ranjan Kar admitting that the group had been trying to disrupt the entire counting system, said that suo moto case would be registered against anybody found either in creating law and order situation or in spreading rumour.

He however assured that there was no lapse in security arrangement. However in order to foil any attempt by the miscreants, police had posted four watch towers in each corner of the ISBT complex where EVMs were kept.

Reacting sharply on the incident that happened yesterday night when government officials carrying computers to the ISBT were challenged by agents of some of the political parties, Ganguly today in a press meet made it clear that from now onwards the administration would take stern action against those who would create obstacles for the officials discharging their duties.

It is to be noted that on Thursday night, some government employees went to the ISBT to install internet connection as directed by the Election Commission.

But, agents of some of the political parties stopped them to enter into the ISBT accusing them of manipulating the EVMs. BJP candidate Kabindra Purkayastha and AUDF MLA Ataur Rahman Mazarbhuiya reached the spot immediately as hundreds of people assembled there directly violating the 144 CrPC.

ADC BC Nath and other government employees were ill-treated by the mob, forcing them to come back with the computers they were supposed to install in the ISBT. Mazarbhuiya reportedly told the media that when he contacted Ganguly, the latter informed him that he was ignorant about the installation of computers. Ganguly today avoided an direct answer maintaining that being the Returning Officer he was well informed of every step of his system.
A visibly irritant Ganguly said yesterday’s incident was pre-planned and was a part of systematic plan to malign the administration as well as to create confusion among the common people regarding the transparency of the election process in the district.

Why the administration did not take any stern action? Why the computers were taken back? –To these questions, Ganguly said the conspirators had planned to entrap them and any stern action at that time would have make their plan successful.

“However we would not tolerate it any more. We would request all political parties to depute responsible agents in the ISBT”, Ganguly said. The Election Commission had instructed the administration to upload the counting result every half an hour to the ECI site, CEO site as well as Genesis site.

For this, 14 computers were needed to be installed in the ISBT. Informing this, Ganguly said there had been no lapse in the administrative process which was evident from the fact that till now no political party had filed any objection with the ECI except one where the Chief Election Agent of BJP candidate had apprehended that militants might blow up the entire ISBT complex.
Branding the apprehension as a piece of imagination, Ganguly however maintained that three layered security arrangement has been arranged.

He however repeatedly hinted that plans were being hatched by some groups to create law and order situation during the counting. He even indicated that at least 15 to 20 miscreants have been identified who could be booked under NSA. Kar on the other hand asked the media to verify any reports with the concerned authority.
